GMCH doc moves CAT against junior’s promotion as HoD

A doctor at the Government Medical College and Hospital (GMCH), Sector 32, has filed a petition in the Central Administrative Tribunal (CAT) against the promotion of his junior as head of the department (HoD).

Dr Sudesh Kumar Arya, acting head, Department of Ophthalmology, GMCH, had earlier written to the UT Administrator against Dr Suresh Kumar, Professor, Department of Ophthalmology, whose name was recommend by the Union Public Service Commission (UPSC) for the post of the HoD.

In the letter, Dr Arya said, “In spite of being senior in service with outstanding ACRs and already working as acting head for the past two years, I have been ignored because I belong to the Scheduled Caste category. This appears to be a case of discrimination on the basis of caste.”

Dr Arya further stated that he was re-designated as Professor through Career Advancement Scheme (CAS) on March 1, 2005. On June 20, 2017, he became acting HoD, whereas, Dr Suresh Kumar became Professor through the CAS on January 23, 2012.

“I have come to know that the UPSC has recommended the name of Dr Suresh Kumar for the post and head of the department by ignoring my claim as I am senior to Dr Suresh,” he added. The UPSC ignored relevant facts and if Dr Kumar was promoted it would be in violation of the Punjab Civil Services Rules, he said.
