The Jammu and Kashmir High Court on Thursday directed the newly constituted three-member expert committee to inspect the ailing Dal Lake and submit a report.

A division bench headed by Chief Justice Gita Mittal issued the directions after it was informed that Mangu Singh, Chief Executive Officer (CEO), Delhi Metro Rail Corporation, was appointed as the third member of the committee on the Dal Lake.

Mangu Singh’s appointment comes after India’s ‘Metro Man’ E Sreedharan, one of the members of the expert committee formed by the High Court last month to save the lake, recently expressed his inability to be part of the mission.

In a letter to the HC, which was revealed by the bench during the October 8 hearing, Sreedharan had cited “illness and old age” as the grounds for not being able to be part of the committee.

To look for “immediate measures” aimed at the conservation of the dying lake, the High Court had on September 18 ordered the constitution of a three-member expert committee comprising Nivideta Dhar and MC Mehta, a well-known environmentalist of the state, as its two other members.

In its fresh orders on Thursday, the bench asked the committee to visit the lake “as soon as possible and submit the report” to the court.

Earlier on September 18, the HC had observed that “crores have been spent so far, but nothing has happened on the ground”, adding “immediate measures were necessary before the situation was rendered hopeless”. The government, in its report, had informed the court that since 2002, Rs 759 crore had been spent on the conservation of the lake.
