In a significant move towards better implementation of the mid-day meal scheme in state, all functions relating to the scheme in government primary and middle schools have now been devolved to the Panchayati Raj Institutions under the J&K Panchayati Raj Act, 1989 (amended up to October 2018).

Sources said the decision was taken by the government to evolve new mechanism after the scheme’s implementation continued to be poor, despite subsuming of schemes under ‘Samagra Shiksha’.

Under this new system, the preparation and distribution of mid-day meals in schools will be done through local self help groups/ NGOs/ community-level organisations for which the funds will be transferred to panchayats.

The halqa panchayat will also ensure weekly quality check of the meal through designated agencies and take immediate action if any adverse reports are received.

As per the school education department order, sarpanch/ administrator or a panch nominated by the sarpanch/ administrator would be the chairman of the community-level committee which will utilise the services of cook-cum-helpers already engaged for the purpose by the respective school.

The committee would also comprise of two members of halqa panchayat (preferably a woman) on ration basis for one academic session, to be nominated by sarpanch/ administrator, five women from the community (parents of children studying in the school) on rotation for one academic session, head of the institution and teachers in charge for the scheme.

It is the duty of halqa panchayat to ensure preparation and uninterrupted distribution of mid-day meal each day, while fulfilling the minimum norms of nutrition as prescribed under the scheme.

Earlier, the school education department had been administering the scheme to the targeted beneficiaries, viz all students enrolled in the primary and middle sections of all government schools.

The preparation and distribution of the meals was also carried out under the supervision of head of the institution while the village education committees had been entrusted the responsibility to oversee providing of the meals in the schools.
